Team Overview

This is an exciting time to join the People & Transformation (P&T) team at Ofcom as they help to expand and

grow the organisation, delivering large transformation and cultural change to support an increasing regulatory

remit.

Over the next 18 months Ofcom has a large, complex, and centrally driven change agenda to deliver which the

P&T function are at the heart of. The scope of this change agenda includes but is not limited to:

Growing the organisation at pace to deliver new accountabilities for regulating online harms
Attracting, developing, and retaining diverse talent with the capabilities required for now and the future.
Continuing to leverage our diverse and inclusive culture.
Leading with agility, predicting, and adapting quickly to changes in the context in which we operate.

What you are expected to deliver

You'll partner with the Group Director and Senior Directors as a member of their leadership team to ensure people priorities are supported and are aligned to the wider organisation's strategy.
You'll lead the creation and delivery of the People Plans across the client areas, identifying common themes and barriers to effective delivery which are shared as insight into the CoE's.
You'll understand (through curiosity and interest) the organisational unit strategy and priorities, and proactively identify associated people implications and opportunities for improvement. Share this insight with the CoE's.
You'll act as a coach and conscience to the Group Director, providing support, challenge and feedback on their leadership style and impact.
You'll identify barriers, which prevent the Organisation from operating effectively, and advise/implement strategies to minimize or remove these.
You'll work in collaboration with all P&T CoE's teams to provide insight and feedback into the development and continuous improvement of key people strategies and frameworks, provide insight into potential barriers to effective implementation, measures and plans to mitigate risks – build strong relationships to ensure that collaboration happens at the scoping, test, and implementation stage of work.
You'll coach, develop and lead the People Business Partner
You'll provide oversight to the P&T Director of all relevant risks and mitigations to be raised and addressed at SMT level.
You'll lead on complex Organisational Design projects across the client areas – ensuring wider stakeholder engagement across P&T and Ofcom as appropriate, Planning with the People Business Partner to ensure that the Advisory team are set up to support in any consultation processes and associated documentation.

Essential Skills and Knowledge

You'll have partnered at a Senior Executive level on people initiatives across the colleague lifecycle.
You'll have proven track record of creating, shaping, and executing against People Plans (from the centre out and from the business into P&T)
You'll be able to take Organisational Effectiveness Frameworks and carrying out diagnostics across their client areas.
You'll have significant knowledge and experience of change management and project management
You'll high levels of commercial and business acumen, including using data to be able to influence decisions.
You'll have evidence of excellent interpersonal and stakeholder management skills: building, strengthening, and influencing relationships at all levels of the organisation, challenging decisions where necessary and with the ability to coach and influence Directors in people issues and the wider people agenda.
You'll have experience of working collaboratively with CoE's, knowing when and how to engage and comfortable holding contracting conversations on ways of working – comfortable with the CoE's also having relationships across the Organisation and confident through contracting and collaboration that there is alignment in approach.
You'll be proactive in resolving issues and removing barriers to change and proven experience in supporting business readiness.
You'll ability to see the bigger picture, spot issues and course correct plans.
You'll have strong line management experience, feedback, and coaching skills
