To be proactive and lead on programmes and projects related to commissioning of Social Care services in Havering which will include potential management of portfolios including:
Integration and partnerships – actively working with partners, re–designing systems where necessary, to develop cross service and/ or organisational solutions, looking to jointly commission where necessary
Prevention & Personalisation – demand management – installing prevention and personalisation as a necessary consideration in all services that are designed and commissioned with outcome measures evidencing effectiveness. Developing the approach to micro commissioning as necessary to support outcomes required
People – commissioning of the services across areas including Chldren's placements services; commissioned support to Children in transition. SEND will be part of this and be considered in relation with the Disabilities portfolio (see below)
Disabilities will include: Learning Disabilities; Mental health; and Dementia with cross overs to SEND. This portfolio will work with and across other commissioning portfolios

To be able to be flexible in order to move across portfolios where required using the commissioning and programme management skills required in this role. Where new programmes arise within the scope of the JCU these will be defined and led as a new portfolio
To engage with various stakeholders in the relevant market to put in place processes and protocols relevant to mandated programmes and projects
To meet robust programme and project management standards and record all aspects of the project in line with practices and procedures of the JCU
To oversee and/ or actively design, arrange, run and participate in any appropriate stakeholder workshops, provider forums or meetings
To ensure that commissioned services are appropriate, sustainable, in the best interests of service users and carers and represent value for money
To design and implement measures to monitor and evidence the impact of the projects. Recognising the difference between output and outcome measures and applying them appropriately
To redesign cross organisational systems and deliver savings whilst avoiding the creation of unseen pressures in other parts of the system.
To meet requirements of the joint programme office function that coordinates reporting and monitoring of commissioning, transformation and change related activity
To deputise for the Head of JCU where required

To be aware of and be able to shape the market for services, ensuring a diverse and vibrant market and contributing to associated products, such as the Market position Statement
To assist the Head of JCU to develop the skills and knowledge of the Commissioning Team to ensure that all projects are effective
To be a role model for all team members and to demonstrate the values of the organisation, and any additional values related to the commissioning role, displaying associated behaviours
To keep abreast of best practice from a range of bodies and organisations in related fields; attendance at conferences and seminars; and awareness and understanding of relevant legislation and applying lessons in a way that is relevant in Havering's context
To understand the relative benefits of accommodation for clients that best suits their needs and maximises the potential of individuals for independent living commensurate with their condition or disability
Designing a whole system approach that has, as part of it, the procurement of contracts that deliver aspects of the service as required and within available resources.
Ensuring that contracts are managed effectively and deliver the outcomes that are required, ensuring that compliance, quality and safety is assured by understanding and contributing to the design of plans to monitor and manage the contracts that fall under the responsibility of the role
