Senior Business Analyst - 6 Month Outside IR35 - GBP350-GBP400/day
Parity Group Plc is excited to be partnered with a renowned Public sector client of ours based in Scotland, who requires a Senior Business Analyst to join their team on a 6 Month Outside IR35 Contract.
Requirement:
The Organisation is investing in maturing its Asset Management capability. A 10 year Route map has been developed with our regulators and is part of a major transformation of the organisation to allow us to continue to meet the needs of our customers against a changing climate, an ageing asset base and changes in demographics and population.
This role will be working within one of the agile teams to progress business changes. While the high-level direction has been set, we need to break the objectives down, understand how to achieve the outcomes, and ensure they integrate with the other workstreams. We need the products we create to integrate across the programme to produce the overall outcome, but also improve how the business-as-usual teams will continue to engage each other across the business.
Initially, this role is in the Asset Data workstream, but as the work progresses our priorities may lead to joint working on another workstream within the tightly integrated Asset Management Transformation. The Asset Data workstream is working to understand the key datasets and information requirements that help us make investment decisions. It is seeking to improve the collection, storage, accessibility, quality and quantity of the priority data. We are also addressing our data culture. The workstream closely integrates with others such as the Cost Data and Medium to Long term Predictions and System Planning. Within the workstream, there is ongoing work to understand how our IT systems connect, but the improvements and replacements of our main systems are undertaken under a separate programme.
Due to coronavirus, we are all currently working remotely from home using video conferencing each day. It is likely that even as restrictions are gradually lifted, that we will continue to work predominantly at home. We, therefore, ask applicants to reflect on whether they are willing to work in this way and have suitable arrangements to allow them to do this. While the contractor doesn't have to live in Scotland, as restrictions ease, they may feel the role requires them to meet with stakeholders in the Central Belt of Scotland on occasion.
Responsibilities:
- Prior experience or knowledge in Asset Management is not critical, the key is in being able to understand a complex business and convey that to others in a way they can understand. For this role we are particularly interested in the experience of understanding data flows as well as process management skills to ensure we can capture our as-is and to-be processes within our business architecture. We are also keen on skills around encouraging behaviour changes and cultural change around data.
- Our programme and workstreams are agile as we have had good success with this over the past 5 years. Our approach is largely based on Scrum, and over the last year, we have been adopting Essential SAFe. We are looking for people who are strong advocates of agile principles and can help support others in maturing in this way of working.
- The eventual outcome and Legacy of this work is to enable the improvement of water quality, environmental protection and customer service in Scotland at an acceptable cost.
Required skills:
- 'As-is' analysis (Developing a robust understanding of the existing business situation, including problems and opportunities).
- 'To-be' analysis (including high-level conceptual models and detailed process models where appropriate).
- Gap analysis (exploring the differences between the current and desired situations and identifying the opportunities for business change).
- Modelling of processes using BPMN2 and embedding that within our enterprise architecture
- Developing a shared understanding with individuals and teams on the analysis undertaken
- Involvement in all aspects of product delivery life cycle including discovery, creating the products and releasing successfully so that the users have a good experience of the change and the outcomes are achieved
- Enabling business changes including process, data flows, behaviour and culture change
- Creating User Story Maps, understanding user needs and ability to do goal decomposition
- Facilitation experience
- Proven (remote, cross-location) stakeholder management and business relationship management
- Experience in utility industry or asset management processes (preferred but not essential).
Experience:
- Minimum five consecutive years' experience working as a Business Analyst.
- A proven track record of delivering business analysis outputs that meet business needs.
- Experience implementing business change around processes and information flows that achieve desired outcomes.
- A track record of being able to develop a shared understanding of complex business models.
- A robust understanding of working in an agile environment.
- A track record of working effectively with stakeholders at all levels.
Useful but not mandatory qualifications:
- BCS Business Analysis Diploma or equivalent
- PSM1 Professional Scrum Master or equivalent
