Purpose of the role

This is an exciting opportunity to have a strategic leadership role within Ofcom. You'll be leading a team of specialists to implement and embed our Culture and Diversity Strategies.

This is a key senior role, working with stakeholders at all levels to ensure that Ofcom delivers a coherent plan, to continually upgrade our culture, deliver our values and fully embed the diversity strategy.

What you are expected to deliver

Lead a newly formed Culture & Diversity specialist team to ensure effective implementation of interventions which move us towards our target Culture focused on delivery of our mission and values, performance, agility and inclusion
Lead, support, coach and develop the Culture and Diversity team members, create the right team environment to share insight and ideas which enhance the creation and embedding of cultural strategies across Ofcom
Ensure the delivery of the D&I strategy, turning our plans into reality working with our expert Diversity and Inclusion Senior Manager
Track and measure our culture to help the organisation spot opportunities to accelerate change and shift the dial towards our target culture, this includes the effective use of survey insight across the full employee life cycle
Work with the Senior Business Partners to ensure that the People Plans drive cultural change and retain a key focus on Diversity across Ofcom
Bring fresh insight, thought leadership, diversity of thought and learnings into Ofcom to stretch and embed our Strategy, ensuring it evolves in line with insight and developments as part of the on–going organisational change programme
Set up processes and accountability structures across P&T and the organisation which ensure the strategy is delivered and the distributed activity is coherent and aligned
Work with our colleague networks and diversity sponsors to support the networks and protected characteristic interest groups to provide a safe space for colleagues, build knowledge and community and hold the organisation to account
Ensure our reporting is timely, accurate and transparent and governance requirements are met
Lead procurement processes, where needed, managing external supplier relationships to drive high performance delivery
Be a catalyst for change in the organisation, leading all things Culture and Diversity with energy and passion to influence others
Contribute to PLT, representing P&T to all stakeholders and develop the Ofcom People Strategy supporting colleagues and proactively looking for join up and opportunities across the entire people functionEssential Skills and Knowledge

You'll be a subject matter expert in shaping and executing interventions in our culture, diversity and inclusion and behavioural change for an organisation of at least 500 people with multi–specialisms and a focus on technology, digital and data skills
You'll have practical and demonstrable experience of bringing strategy and theory to life in a changing organisation and creating a better organisation through your interventions
You'll have evidence of working with a range of different techniques to change culture
You'll have expertise and experience of turning qualitative and quantitative data sources into valuable insight that underpins strategic delivery
You'll have experience of strategy delivery including measuring its impact, course correcting and embedding
You'll demonstrates a deep care for People and their wellbeing and success
You'll have the ability lead and influence people reporting directly or indirectly
You'll be a confident and able to build strong, collaborative and productive relationships with colleagues, and stakeholders alike
You'll be able to translate business goals into People outcomes
You'll be comfortable with working at pace to design and implement scalable solutions
You'll be comfortable with making decisions and prioritisation
You'll be able to influence at C suite level
You'll have experience of working collaboratively with a broad range of stakeholders and 3rd parties e.g. Senior Leaders, internal communications, L&D, colleague diversity networks etc
You'll have high levels of Emotional Intelligence, self–awareness and the desire to want to continual learn and grow
You'll be a self–starter, proactive and curious to join the dots and reach out to areas
