Programme Manager

We currently have an exciting opportunity for a Programme Manager to work for a reputable Oil and Gas Engineering company in South Yorkshire.

The role is a Senior Management position and would involve managing a team of engineers, including a few project managers; reporting directly to the MD. We are looking for candidates with proven line management experience and the commercial know–how to ensure that contracts are delivered in a timely and effective manner. Candidates MUST have experience managing revenue cash usage, profit margins, risk etc – and be strong on forecasting, planning, change management, and so forth.

Role Responsibilities:

Project Managers

* Act as line manager to the project managers, including responsibility for management of development, appraisal, absence and disciplinary issues.
* Ensure that Project Managers are fulfilling all aspects of their job description and communicating effectively with relevant stakeholders – particularly customers and engineering team members.
* Monitor project practice to ensure that expected procedures and plans are being followed; give support and take practical corrective action to address concerns.

Engineering Team

* Act as line manager to the engineering team, including responsibility for management of development, appraisal, absence and disciplinary issues.
* Maintain plans to ensure that project needs are met through in house resources, recruitment, training, sub–contracts and contract labour.
* Assess competence needs and abilities in order to allocate resources to projects.
* Monitor and forecast demand from ongoing projects and variations for engineering resources, and optimise resource utilisation.
* Maintain plans to develop engineering skills and experience, both within and outside projects, in line with expected demands and agreed opportunities.
* Ensure engineering staff are reviewed regularly to understand their development needs and recognise their successes, including at least one formal recorded appraisal per year per person.
* Ensure valuable staff are motivated, productive and retained in the business.
* Recommend pay levels in line with engineer skills and value to the business.
* Ensure recruits are obtained in a timely manner, with appropriate aptitude and attitude to meet the needs of the business.
* Ensure candidate selection methods for technical staff are appropriate.

Projects

* Timescales: Participate in project reviews, and ongoing project monitoring, to understand the various project schedules and customer timescale commitments, in order to ensure that appropriate resources are allocated, customer expectations are managed appropriately, and formal extensions of time are obtained when required.
* Technical solutions: Participate in project planning and project design reviews in order to ensure that selected technical methodologies and solutions have been given adequate consideration by appropriately competent persons.
* Deliverables: Monitor project activity to ensure that documentation and other deliverables are fit for purpose and reflect well on the company.
* Risks: Work with project managers to ensure that risk (including H&S and commercial matters) are appropriately identified, documented, managed and minimised.
* Costs and cashflow: Work with project managers to forecast and improve project costs, margins, and cash usage.
* Customer Contract / commercial: Work with project managers to limit liabilities, maintain awareness of scope and obligations and promptly deal with commercial issues, change and opportunities; intervening to avoid or handle potential disputes when required.
* Suppliers: Work with project managers to ensure time is allowed and expended negotiate competitive pricing, terms and delivery periods with key suppliers.
* Subcontracts: Work with project managers to ensure subcontracts are appropriately defined, placed and managed.

Sales

* Review customer contractual arrangements to minimise risk, while still winning good work.
* Contribute engineering resource to development of customer proposals
* Assist in general review of quotations to customers.

Management

* Provide monthly forecasts, and review of actual, engineering utilisation.
* Review and tune project managers monthly forecasts of expected costs, profits, revenue and cash usage and provide promptly to the business.
* Act as a member of the senior management team supporting all aspects of the business.
