V10813 Senior Technical Project Manager
(Telecoms / Copper & Fibre Networks)
Are you Senior Project or Programme Manager with a good technical understanding of copper and fibre networks, keen to contribute to the delivery of a major critical national infrastructure transformation project? Ideally the successful candidate will be based in our Warwick HQ but home working with some travel is possible. This position can be offered as permanent, fixed term (until June 2022) or contract (inside IR35).
Role Profile:
Reporting to the Head of Transformation Delivery, you will be responsible for the delivery of a new Optical and IP core network for Highways England's NRTS2 (National Roads Telecommunication Services) project. The solution increases the current network capacity and supports further growth, enables improved services through its integration to a new Service Management System (SMS) and reduces the overall environmental footprint through lower power–draw and utilising less equipment. The Core Network Project will replace existing copper transport links on the SPC(B) chains and the SCADA system in the Transmission Stations, which provide dry–input alarm monitoring for things like power failure, temperature and door opening.
You will be responsible for the project management of the engineering and implementation teams producing detailed network designs and testing the end–to–end solution. You will have direct responsibility for a team of 3 project management professionals and budget responsibility for GBP15M. You will build effective relationships with customers and internal stakeholders.
Other responsibilities to include:
Planning, scoping, and delivery of project functions in support of the Transformation Programme and Projects
Apply project management principles and techniques to enable successful delivery of project products and deliverables
Development and assurance that the project's internal and external reports meet the client and business objectives
Use of effective communication plans to allow distribution of project information to all stakeholders
Reporting financial and resource performance internally and externally through Oracle and client reports
Reviewing of data and reporting of project performance throughout the project life cycle
Ensure correct project management methodology including identification of telent best practice and alignment to customer specific requirements is adhered to by team members
Setup and management of gate review process for project workstreams
Maintenance and reporting of the project risk and opportunity, issue and assumptions register
Strong and effective Stakeholder Management
Refining requirements, templates, and mechanisms to allow measurement and regular reporting against KPIs (internal and external)Skills, experience, and qualifications required:
Proven experience as a senior project or programme manager with a technical understanding of telecoms and copper and fibre networks
Ability to lead and motivate others to deliver
Substantial experience of delivering ICT projects in a complex technical environment, within a regulated customer facing environment
Strong customer and stakeholder management skills
Experience of effectively managing and owning project / programme budgets over GBP5M
Ability to create clear and concise documentation
Excellent communication skills with the ability to describe complex solution simply in a non–technical manner
Experience of delivering in a service managed environment with multiple ICT partners
Ability to manage 3rd party suppliers effectively
Customer focused to ensure that business requirements and expectations are effectively managed, and incidents & problems are resolved in a timely manner
Microsoft Project expertise
Preferably a PRINCE 2 Practitioner or a certified Project / Programme Manager
Previous HMG programme / project environment experience an advantage
Ability to work under pressure and at pace to successfully deliver projects to critical timescalesThe NRTS programme:
Highways England have awarded telent the contract for the operation and management of NRTS2 (National Roads Telecommunication Services), NRTS is the network of communication and control that Highways England uses to monitor and manage England's motorways and major trunk roads, it is a critical component of national infrastructure supporting the country's 4,400mile strategic road network.
The contract includes a major technology transformation programme in addition to general maintenance and management of the network; The transformation programme comprises of 11 technology projects, including the introduction of new wireless and IP CCTV services, new management systems and the next–generation upgrade of all technology, this will ultimately enable Highways England to prepare for the future and enable safer roads, more efficient delivery and a better road user experience.
