Job Title: Interim Deputy Director of Estates

Band: VSM

Directorate: Estates

Base: Trust wide (Allocated Site & Rotation)

Job Purpose

Working closely with the Director of Estates, the Deputy Director of Estates will contribute to the delivery and achievement of corporate objectives. With specific focus on the Environment of care, the deputy director will be accountable for the provision of safe systems of work and the provision of statutory compliance relating to buildings, land, plant and equipment. The Deputy Director of Estates will be the focal point for the delivery of operational estates services taking ownership at a dedicated hospital site.

The post holder must be capable of executive decision making and taking responsibility for acting on those decisions and implementing the requirements, being individually accountable for outcomes.

In addition, the post holder will be professionally responsible and accountable for the standard, delivery, management of risk, continual monitoring and review of estate services to ensure a professional, high quality, cost effective and efficient service to meet the demands of the organisation, its staff and patients.

Responsibilities:

Contribute to the delivery of the corporate aims and vision of the Trust and ensure objectives are achieved.

To be accountable to the Director of Estates for all professional aspects of the Trust's engineering and building services, taking responsibility and to be accountable for the design, safety, quality, technical suitability and statutory compliance with relevant government statute.

Provide and promote effective professional leadership to ensure the delivery of cost effective, customer orientated services to the Trust and other NHS organisations in accordance with the established service level agreements

Provide subject matter expert and professional advice in relation to critical and specialist engineering services found within highly complex tertiary hospital premises.

Take responsibility for leading the Trust's maintenance, building and engineering departments, including energy (BMS), and operational sustainability needs of the site.

Responsible and accountable for delivery of policy development related to estates services including the implementation of legislative requirements and risk management arrangements

Provide lead engineering input into the Trust's PFI building ensuring the contractor performs in line with the requirements of the contract when required to do so.

Procure complex engineering and building contracts, detailing and approving specifications, lead procurement processes with implementing and managing to the agreed terms and conditions

Take responsibility to ensure environmental conditions are safe for patients, visitors and staff

Accountable for, and owner of, the Trusts physical environment (the estate) and associated infrastructure. This includes the assets condition, up keep and replacement, including 'critical infrastructure' in line with DH documentation 'a risk based methodology for establishing and managing backlog maintenance'

A successful candidate will have:

Degree in Engineering/Electrical/Mechanical preferred (Inc. Building Service Engineering). Building Surveying will be considered;

Member of relevant professional body IHEEM CIBSE MIET/CEng or actively seeking Chartership;

Significant experience operating at Senior level Deputy Director level, Head of Service within NHS Estates;

A proven track record of managing strategic and operational change. Including the impact on assets, resources, services & staff and developing new ways of working.
