Summary
This role will lead work on conceptual development, experimentation & piloting and portfolio performance, setting the context for programme and project activity, informing priorities, supporting innovation, driving and monitoring performance against objectives & outcomes and assuring coherence & value.

Job description
The post–holder may also lead discrete project or programme activities that are delivered organically. The objectives, responsibilities and deliverables are:

Strategy – Agree a data vision, strategy and high–level data transformation plan for the department that supports data compliance, revenue collection and protection, operational efficiency and user experience.

Business Case(s) – Lead the development and approval of the portfolio business case and support the development and approval of programme–level business cases within or complementary to the portfolio.

Communications and Stakeholder Management – Ensure stakeholder interests are identified and addressed. Segment and manage multiple stakeholder groups appropriately in complex environments. Build consensus across a large and often diverse group of stakeholders and develop strategic relationships with internal and external suppliers. Work closely with the Portfolio director and SRO to co–manage senior stakeholders. Establish and maintain a stakeholder dashboard to support engagement across the team.

Leadership and Guidance – Provide leadership, guidance and development to the team and more broadly across the portfolio, group, department and government.

Resource Management – Build and sustain a strong delivery–focused portfolio team. Provide leadership and direct larger multi–disciplinary teams to deliver successfully.

Risks and Issues – Ensure strategic and operational risks and issues are identified, understood and managed, briefing upwards and across as appropriate, employing risk management specialists as appropriate.

Benefits realisation – Lead benefits evaluation and prioritisation for the portfolio and monitor & assure benefits realisation plans and performance.

Portfolio Performance and Controls – Agree success criteria, set portfolio controls, monitor & assure performance, embracing external assurance requirements and opportunities.

Dependency Management – Maintain robust dependency management, working with senior stakeholders to avoid or resolve issues

Responsibilities
Person Specification

Essential:

• Extensive knowledge of HMRC processes, services and systems, including data dependencies and interdependencies;
• Proven practical proficiency in managing the end–to–end change life–cycle, with particular leadership experience of the conceive, initiate, design and refine stages;
• Demonstrable understanding of portfolio management best practice;
• A track record for successfully directing, managing and delivering data or data–related programmes and projects;
• Evidence of strong team and thought–leadership and the ability to inspire and influence.

Desirable:

• Experience of complex programme delivery and / or programme delivery in complex situations.
• MPLA / PLP qualifications
