Data Systems Project Manager (Transport)

Pertemps Scotland Ltd are working with our client in Edinburgh to recruit for a Data Standards Project Manager in the Public Sector on a temporary basis for 6 months with potential extension.

Due to current circumstances this role will be based remotely.
Day rate: GBP350 – GBP450 (Inside IR35)

The main duties would be:
The post holder's key responsibility will be procurement of travel data contract(s) underpinning Scotland's travel data services. Specific duties include:
Ensuring a thorough understanding and knowledge of the travel data standards and systems within the UK and Scotland, and how these impact on the smart programme, identifying innovative opportunities to enhance travel data provision for the public
Undertaking stakeholder liaison with Local Authority's, Regional Transport Partnerships, Suppliers and Operators, as well as internal stakeholders in the Organisations, to analyse and develop requirements for data input / output and consumption
Being responsible for management and oversight of the Travel Data Managed Service provider, Traveline Scotland, working with this key supplier and our delivery partners to plan the overall project, implement and monitor progress to make sure that milestones are being met across the various elements.
Defining and managing the entire scope of work the be delivered.
Managing the risks and issues that might and do arise over the course of the project life cycle, as well as taking measures to correct them when they occur.
To understand, engage and work with our digital assurance and ICIO teams.
Management of all project governance activities and associated resources.
Management of stakeholders who are involved in the project.
Ensuring the deliverables are aligned across the project.
Preparation and development of all necessary project documentation e.g. Project Brief, Business Case, Project Control documents, Project Plans, RAID etc.
Lead and contribute to internal and external communications as required.Essential
A highly experienced and competent project manager, who has a demonstrable track record of successfully delivering complex procurement projects within the public sector and / or Transport Industry.
Experience successfully leading transport–related data systems projects to achieve desired outcomes, preferably at a regional/national government level.
Experience delivering projects which adhere to Scottish Government Technical Assurance Stage–Gates, or similar.
A deliverer who is strong on governance, who leads by example and ensures protocols are adhered to and high standards are maintained.
Ability to bring together views and perspectives of a broad range of internal and external stakeholders including commercial, legal and procurement specialists, to provide a strong evidence base and documentation for decisions
Ability to operate and engage effectively at all levels both internal and external to the Organisation.
Brings energy, resilience, ideas and innovations to help achieve the vision and outcomes.
Comfortable working under pressure to tight timelines and budgets.Desirable
Previous experience working with the Government
Travel data systems experience.
Considerable IT and client–side advisory/consulting experience.
Familiar with project management tools and methodologies.Candidates are required to have a Basic Disclosure Scotland Certificate
