The role:

Reporting directly to the Chief Executive, the post holder will have responsibility for delivering against Council wide transformation programmes in order to achieve sustainable financial savings whilst ensuring services continue to meet the required outcomes of the Council. The post holder will play a key role in working with Elected Members, Commissioners, Strategic Directors and their management teams to provide challenge to all in order to drive the required change.

Key Areas of Responsibility:

1. Working within the business case and programme delivery processes, drive programmes of change, identifying new opportunities and managing interdependencies and risks to support directorates to achieve sustainable change within their services.

2. Take the lead role in developing the change programme, as directed by the Budget Working Group into a structured programme, with clarity of accountability, full visibility of savings to be achieved and appropriate reporting and management arrangements in place.

3. Provide strategic leadership across all directorates to enable and support forward thinking and innovative service delivery which puts the customer at the heart of services.

4. Provide momentum and consistency to the programme ensuring that senior leadership, staff, partners and elected members understand the programme of change and their responsibility/accountability within it.

5. Lead the transformation agenda ensuring leaders, managers and colleagues take into account diversity when planning changes to service delivery and that leaders and managers model the council's values and behaviours, engage with colleagues, build a clear vision and drive accountability.

6. Pursue best practice and value for money within the Council through the establishment of effective systems of target setting, performance management and procurement as well as effectively manage the Service budget, ensuring spending within agreed limits.

Key Skills and experience:

* Demonstrate experience of initiating, leading and managing complex transformation programmes across a broad range of services within a large complex organisation and which have achieved specific outcomes including reducing costs and overheads.

* Substantial and successful direct management experience within the specialism of this post, including project management expertise e.g Prince 2, and managing programmes of change

* Evidence and ability to build effective partnerships, internally and externally, and to use high level challenge, negotiating and influencing skills that bring about consensus to desired change.

* Experience of managing people effectively within a customer focused internal service delivery environment

* Successful budget management in a comparable organisation including evaluation of competing budgetary priorities within tight financial limits

* Successful track record of communicating and working with stakeholders and partners

* Experience of performance management and quality assurance processes in service delivery

* Knowledge of current Local Government democratic processes and understanding of the political context
