One of our local authority clients are currently recruiting for a Head of Change and Innovation. This is a temporary contract for 3 months with possible further extension based on budget and performance.

Main Purpose of Post/Job Summary

* Reporting directly to the Chief Executive, the post holder will have responsibility for delivering against Council wide transformation programmes in order to achieve sustainable financial savings whilst ensuring services continue to meet the required outcomes of the Council. The post holder will play a key role in working with Elected Members, Commissioners, Strategic Directors, and their management teams to provide challenge to all in order to drive the required change.

Job Duties

* Working within the business case and programme delivery processes, drive programmes of change, identifying new opportunities and managing interdependencies and risks to support directorates to achieve sustainable change within their services.

* Take the lead role in developing the change programme, as directed by the Budget Working Group into a structured programme, with clarity of accountability, full visibility of savings to be achieved and appropriate reporting and management arrangements in place.

* Provide strategic leadership across all directorates to enable and support forward thinking and innovative service delivery which puts the customer at the heart of services.

* Provide momentum and consistency to the programme ensuring that senior leadership, staff, partners, and elected members understand the programme of change and their responsibility/accountability within it.

* Lead the transformation agenda ensuring leaders, managers and colleagues take into account diversity when planning changes to service delivery and that leaders and managers model the council's values and behaviours, engage with colleagues, build a clear vision and drive accountability.

* Pursue best practice and value for money within the Council through the establishment of effective systems of target setting, performance management and procurement as well as effectively manage the Service budget, ensuring spending within agreed limits.

* Develop and foster effective relationships with external stakeholders, partners, and agencies, representing and promoting the Council's interests with these groups.

* Ensure sufficient resources available to deliver service priorities through effective workforce planning including recruitment and selection, retention, talent management and succession planning.

* Contribute to the Council's budget process, advising the senior managers within the directorate and Elected Members on service priorities and implications of budgetary options.

* To lead and manage the change team to ensure change programmes are clearly articulated and communicated to the organisation and the workstreams are managed effectively with risk, timescales and deliverables clearly identified.
