JOB TITLE: Programme Manager – Contract Tracing
LOCATION: Croydon
START DATE: ASAP
PAY RATE: GBP250 per day
DURATION: 3 month contract

PURPOSE OF THE ROLE:

Contact tracing is a fundamental part of outbreak control. The timely identification of cases and their contacts is vital for preventing the further spread of infection.
The aim of a local contact tracing service is to reduce and contain the transmission of Covid–19 by maximising the number of cases contacted to ensure they are informed of guidance around isolation and additional contacts identified and advised about isolation and testing.
The post holder will manage a team of contact tracers and lead on the development and management of contact tracing activities in Croydon. This includes coordinating all programme activities from inception, to implementation and completion and leading on the logistical arrangements for local contact tracing activities.
The post holder will be responsible for providing programme management oversight and support to all local contact tracing activities in Croydon.
The post holder will be required to use appropriate programme management tools and experience to ensure the co–ordination and join up of related activities and services and maintain an appropriate level of oversight of the programme risks, issues and progress.
The post holder will be responsible for maintaining the programme's information resources in order to ensure data, reports and other relevant materials are available to staff and key partners.
The post holder will be required to gain a thorough understanding of contact tracing and the processes and activities required to deliver an effective local contact tracing service in order to address queries as they arise and influence decisions to support the programme aims and objectives.
The post holder will be required to keep abreast of changes in national test and trace initiatives, to inform continuous service improvement and ensure that proactive planning and processes are in place to allow a swift adoption of any responsibilities for the Council.

SKILLS, KNOWLEDGE & EXPERIENCE REQUIRED:

Knowledge

Extensive programme management knowledge
Operational management knowledge delivering complex projects or programmes, ideally within a health or social care setting and across multiple partners/agencies
Knowledge of the health and care environment
Extensive knowledge and awareness of principles and processes for good governance, internal control and risk management
Detailed knowledge of good corporate governance, financial controls and procedures
Knowledge of communicating and engaging with members of the public and internal/external stakeholders
Knowledge and awareness of the principles of equalities issues and the ability to embrace Equal Opportunities and apply them in the workplaceSkills

Ability to work across organisational boundaries to achieve programme objectives and promote partnership working with other key stakeholders
Ability to provide operational management to a team of call handlers/contact tracers including identifying performance and training requirements to continually develop the team
Ability to build and maintain critical working relationships at all levels
Excellent negotiation and influencing skills demonstrated by a proven track record of influencing service operations
Outstanding communications skills, including report writing and presentations, and ability to communicate complex information simply
Excellent facilitation and interpersonal skills that contribute to building positive relationships both within and outside the team and the Council
Ability to act upon incomplete information, using experience and common sense to problem solve
Ability to find appropriate, pragmatic and creative solutions to challenges identified by the team or service users
Ability to work across services and departments to improve governance.
Ability to ensure that resources are effectively and legally used

Good negotiating skills and experience of influencing the outcomes of service delivery

Additional info:

May be required to work outside of core hours; including weekends and evenings.
May be required to travel to/work at different locations throughout the borough of Croydon as well as councils on its boundary
