An exciting opportunity has arisen for a Head of Legal to join a council with a national reputation for innovation. The Council are multiple award winners including several awards for digital transformation and housing services. They were impressively the only District Council shortlisted for Council of the Year in both the MJ and LGC Awards in 2020.

As Head of Legal you will lead, manage and modernise the Legal team. The team will undertake an internal transformation to make the best use of technologies - building on what is already a great, effective team, leading them into a more commercial and agile way of working. You will encourage the team to build on their creativity and support them to become a leading legal team for a leading council.

As the Head of Legal Services, you will champion innovation, creativity, trust and probity, directing Legal Services to ensure that its strategies, procedures and activities are developed and delivered to meet the needs of the council Officers, Members and Communities.

As the Head of Legal, you will be working for a joint council and manage a legal team of 18 members of staff covering the following areas of law; Property, Contracts, Planning, Governance & Regulatory. You will also lead as the Monitoring Officer for the two councils, holding responsibility for Governance arrangements of the Councils and its Committees. You will take a fresh look at their constitution ensuring modern practises and therefore you will have a solid understanding and practical experience of delivering in a Deputy/ Monitoring Officer role.

You will ensure that the Council performs its duties and functions in fulfilment of its statutory obligations and you will be responsible for ensuring relevant compliance with the Financial Regulations, Contract Procedure Rules, Constitution, Council Procedure Rules and Scheme of Delegations of the Councils.

The local authority has a broad range of ambitious projects underway; with a major regeneration programme, a large strategic housing programme, innovative work in sustainable energy and habitat restoration, and ongoing sector leading digital transformation.

Essential Criteria:
  • Qualified Solicitor or Barrister
  • Experience working within a Local Authority setting
  • Experience managing a team (directly)
  • Monitoring/ Deputy Monitoring Officer experience
