Senior Programme Manager

Fort Halstead

The Energetics Technology Enterprise (ETE) Programme will modernise and transform QinetiQ's Energetics capabilities at Fort Halstead. The programme will cover all aspects of developing a new capability and site, including: introducing new capabilities, refurbishment of existing facilities and developing new site services.

An opportunity exists to join the ETE and Land Investments Delivery Team, specifically supporting the ETE Implementation Programme.

Within the ETE implementation programme you will be responsible for a number of Projects and Project Managers and tasked with ensuring our commitment to our internal and external stakeholders are met. Our projects have a diverse and complex stakeholder community, both internal and external to the company. Delivery through others is essential and the ability to assemble the best team from not only in QinetiQ but wider industry is paramount.

Key Accountabilities

* Development and maintenance of positive engagement with programme customers, partners and suppliers.
* Operating in a Safe & Secure manner.
* Embedding a culture in line with the QinetiQ values.
* Delivery of the Programme outcomes, to agreed baseline (customer satisfaction, time, cost, quality, cash and sales).
* Ensuring programme members operate in line with the Operating Framework & functional competency management requirements; and have appropriate personal objectives recorded in the QinetiQ performance management system.
* Resolving conflicts (including prioritisation calls) within the programme and collaborating across QinetiQ.
* Leading the embedding of improvement in the QinetiQ project and programme management function, as agreed with IDT Leads and the Performance Excellence team.
* Maintenance of forecasts (both financial and resource demand signal) for sales and delivery which reflects the up–to–date expectations for the work.
* Application of governance requirements (including lifecycle, project & independent reviews as appropriate) for foundation sales and delivery work.
* Reporting progress on all accountabilities to IDT Lead (or their delegate).

* Human Resource Management; supporting functional teams (including HR) to develop and manage our people in line with legal requirements and QinetiQ policy.
* Foundation Sales; maintaining strategic relationships with the key stakeholders for the main framework contracts which you manage. Identify, qualify, develop and deliver solutions to your customer's using an existing commercial framework contract (such as EDP) and be able to articulate the benefits of the QinetiQ solution to the customer.
* Negotiation & Conflict Management; being able to identify and address differences of objective, attitude or perception in order to produce an agreed outcome for all parties.
* Change Management; being able to develop and enact a structured approach to organisational change in support of QinetiQ's vision, enrolling the impacted people to embrace the changes required to deliver the desired benefits.
* Benefits Management; being able to identify, plan, agree and realise tangible and intangible benefits from the activities conducted within the programme.

Essential Experience & Qualifications

Track record of successful delivery of complex change programmes covering construction, equipment and capability re–development.
* Over 5 years experience of leading a business, projects, programmes, portfolios or P3 function.
* Demonstrable capability to International Project Management Association Level A.Why join us?
