This means customers can do more for themselves online, in real time, on computers, tablets and smartphones therefore we are building a team of outstanding people who will create and run these new and improved technology services.

Our role sits within HMRC's Chief Digital & Information Group (CDIO) we're increasingly delivering in–house through our growing network of digital delivery centres – hi–tech, state–of–the–art facilities across the UK.

Our Business Analysts are inquisitive, flexible and excellent communicators able to facilitate collaboration and lead effective communication with all Key individuals to support design, build and delivery to meet the user need.

The team
We transform, we are strong, and we are agile. We are moving towards using modern technology and agile development methods to deliver IT changes.

Our team provision and support Application Development, Service Management and Operations for almost 200 systems and technologies that support:

• Processing and collection of NI/PAYE and SA tax data and money.
• Collection and recording of business taxes.
• Correct and accurate payment of benefits.
• Identification, collection and management of debt and banking.

As a team, we are accountable for all the development, testing, implementation and live running of all the services. These services support some of the critical business processes within HMRC.

We will be transforming our systems and services to support HMRC Digital Agenda providing more opportunities for improved customer journeys and internal users to work with appropriate technologies. The transformation will enable a key HMRC driver to improve achievement of business objectives and targets as well as streamline processes.

We are at the forefront of transforming our services by becoming increasingly digital, enabling customers to do more for themselves on line, in real time. But with that comes the challenges of being a big, established organisation dealing with the significant changes brought by digital technology.

We are designing products and services making them as simple as possible for our customers to use. Our move to digital services and the way we use customer data, and data sent to us by other organisations, is essential.

Responsibilities
You will comfortable with constructive challenge acting as a critical friend to achieve solutions which are fit for purpose and a self–starter with creative and innovative thinking, able to support the Design and Development Team with professionalism and capability.

This role will be an exciting challenge for those looking to deliver technological change against a background of organisational transformation, working for an ambitious organisation, with the opportunity to make a difference not just to government, by delivering new ways of working, but ultimately to make a difference to our customers as well.

If successful you will be joining the Design and Development Team. This team is accountable for the quality design of the IT requirements based upon business needs and ensuring what is delivered accurately reflects customer need. Identifying and supporting test requirements and provision of system knowledge and test assurance activity.

Role responsibilities:

• IT development and live running is supported by multiple suppliers.
• Elicit and refine business requirements and translate into supplier consumable artefacts.
• Gather, document and help verify information relating to business analysis and requirements activities.
• Lead and support meetings/workshops with IT suppliers and other key individuals.
• Ensure VFM in all aspects of the requirement delivery.
• Provide system knowledge and functional expertise.
• Identifying, detailing and mitigating risks and issues, raising where appropriate.
• Role Model HMRC's values, displaying professional behaviours.
• Work within different delivery methodologies including Agile/Scrum/Waterfall.
• Support the transformation of HMRC systems into the new strategic platforms.

Essential:

We are looking for a driven, committed, flexible individual with the following skills:

• Possess excellent Analytical skills;
• Experience managing external and internal stakeholders;
• Be flexible and adaptable, able to work at pace;
• Be an excellent communicator, both in person and in writing;
• Be able to collaborate across teams and departmental boundaries;
• Demonstrable experience in an IT environment or relevant transferable skills;

Desirable:

• Ability to produce quality requirements documents;
• Ability to construct process models, interpret and construct data models;
• Has awareness and understanding of Business Process Improvements and its benefits;
• Experience supporting IT Transformation;
• Experience of planning or implementing change;
• Experience of working with or alongside stakeholders to optimise Government IT services;
• Have an understanding of the government's digital transformation agenda;
Must be willing to undertake career path appropriate qualifications.
