**This role is looking for an experienced construction programme manager who has worked at a senior level with a governement project. Ideally Nuclear or Defence This is NOT an IT programme manager post**

Summary of the Role
The programme manager is responsible, on behalf of the Senior Responsible Owner (SRO), for the overall integrity and coherence of the programme. They will develop and maintain the programme environment to support each individual project within it through an effective office. The role requires effective co–ordination of the programme's projects and management of their inter–dependencies including oversight of any risks and issues arising. It also includes the co–ordination of the new capability for the business to enable effective change and realisation of projected benefits.
The programme manager is responsible for leading on the day to day programme management activities with a specific focus on a holistic approach to schedule, risk, and change and cost management across the programme to ensure the overall programme assessing overall impact to programme and making recommendations for action, escalating to the PD when required.

TASKS

• Leadership and Management
• Provide direction and leadership to the team to deliver framework outputs within minimal supervision.
• Champion and celebrate role model behaviour and challenge inappropriate behaviour

• Ensure staff are appropriately trained and developed, that they have a comprehensive understanding of business objectives.
• Develop team members and assist Line Manager in delivering departmental goals
• Observe the requirements of Line Managers duties with regard to maintenance of mandatory training.
• Identify and develop capability needs, ensuring robust Personal Development Plans for yourself and your team.
• Promote strong working relationships both within the team and with other teams across framework and wider client
• Manage good and poor performance consistently and fairly, integrating Diversity and Inclusion principles and giving regular feedback.
• Responsible for the lead and management of the programme delivery
• Proactively monitor the progress of the programme, resolving issues and initiating appropriate corrective action
• Define, implement and act to continuously improve programme controls to increase delivery confidence and understanding.
• Monitor, manage and report on programme budget, understanding and supporting the financial planning cycle where required.
• Provide appropriate reports to the Programme Director, framework, SRO and FLC chains of command.
• Act as a leading figure in the work to integrate organisations across Clyde and support implementation of an integrated project team approach across the programme, providing support and guidance where required.
• Provide education, guidance, advice and coaching on programme management best practice to programme colleagues.
• Provide strategic advice and support to PD and wider programme stakeholders where required.
• Deputise where required for Programme Director on programme matters
• Development and management of programme outputs
• Core programme management products, including programme mandate, programme plans, RAID logs, and governance documents.
• Highlight reports, progress updates and other reports as required (e.g. PMRS)
• Development and critique of Business Cases
• Benefits maps and profiles, and benefit realisation plans
• Management of delegated budget and resource
• Recruit appropriate programme office staff and manage the ongoing development and performance of the team members.
• Knowledge and skills transfer (succession plans).
• Budget monitoring and reporting
• Wider framework business and improvement
• Support wider Government initiatives including OGC Reviews and Government Construction Strategy
• Responsible for delivery of communications and engagement activities for major team/function in line with framework Corporate Communications strategic messaging and wider client communications policy and guidance
• Undertake/support activity in relation to Strategic Asset Management including liaising on proposed activities and advising of possible opportunities
• Undertake or support activities in relation to continuous improvement and procurement initiatives
• Ensure that the deep expert knowledge of Defence, the Department, framework and the construction industry that exists in the MPP resource pool is energised to contribute to the development of the Estate. This will be both proactive, providing delivery perspective, and in response to strategic initiatives as and when required.

REQUIREMENTS

Essential:
• Knowledge and experience of working as a member of a large or complex programme or project team or as a specialist or work stream strand lead for a small, low complexity programme.

Desirable:
• Knowledge and experience of leading programme management on multi–million pounds infrastructure construction, refurbishment and replacement programmes of work, within a complex regulated environment (e.g. Nuclear).
• Knowledge and understanding of the government financial approvals process for large projects
• Experience of collaborative working
