Here at HM Land Registry we have an exciting opportunity for a Deputy Director for Risk and Assurance to join our team based across all 14 of our office locations (partial homeworking will be considered). Joining on either a Flexible working, Full–time, Job share, Part–time basis, you will receive a competitive salary of Circa GBP80,000 per annum.
About our Deputy Director for Risk and Assurance role:
On behalf of the Accounting Officer and Executive Board, you will provide strategic leadership, direction, management and oversight on all aspects of risk and assurance. You will provide the framework and mechanisms to enable HM Land Registry (HMLR) to meet its objectives as it undergoes significant transformation in the delivery of its services. Through leadership of the second line, you will ensure that HMLR has a robust enterprise wide risk and assurance framework based upon the three lines model. Ensuring that the framework is understood and consistently applied across the organisation. Promote a positive risk culture across the whole organisation.
Responsibilities of our Deputy Director for Risk and Assurance include:
– Work closely with the Chief Executive and Chief Land Registrar, Executive Board and the Audit and Risk Committee, to design and deliver an organisation which exploits risk management techniques to achieve its strategy and performance targets
– Provide strategic direction for a broad range of intrinsically linked functions within the second line, consisting of Security, Information Rights, Assurance, Risk and Knowledge and Information Management
– Lead and develop a highly skilled, diverse and motivated Risk and Assurance team which meet HMLR's needs, attracting and developing talent for the future
– Be accountable for the effective implementation and maintenance of an HMLR Risk and Assurance Framework, continuously developing, enhancing and embedding it across the organisation and in its culture
– Ensure that the organisation is aware of, and operates within the Board's risk appetite – maximising opportunity
– Develop, manage and refine qualitative and quantitative risk analysis to drive effective decision making; compile holistic and balanced reports on risk exposure relative to risk appetite and objectives
– Provide essential input as a member of the leadership group, credibly challenging the directors in their management of current issues and transformation projects
What we're looking for in our Deputy Director for Risk and Assurance:
– Broad risk management experience at a strategic level gained in a recognised risk–focussed environment e.g. banking, defence or pharmaceutical sectors. Other Government experience is desirable but not essential
– Technically astute, with deep knowledge of risk and compliance, including information risk, operational risk, and quality assurance
– Knowledge and experience of designing, delivering and embedding a three lines of defence model including advisory services and the design, alignment and delivery of assurance activity
– Proven ability to positively influence and collaborate, at all levels, to drive the risk management agenda within a fast paced, complex environment
– Experience of managing and leading large, dispersed teams, with limited face–to–face interaction, to deliver a coherent risk and assurance function
– Ability to communicate technical concepts tailored to audiences of varied risk awareness and engagement
