Head of IT Development
Pertemps Scotland Ltd are working with our client in Edinburgh to recruit for a Head of IT Development in the Public Sector on a temporary basis for 6 Months with potential extension.
Due to current circumstances this role will be based remotely.
D/R – GBP670 to GBP770 (Outside IR35)
The main duties would be:
Lead, shape and develop multiple product domain aligned software development
teams to deliver solutions to:
Allow customers to create applications that represent their registration intention
Based on the structured data collected, automate the automatable parts of Dealings (DW) applications to significantly reduce the operational effort in the Intake and Settle processes
Simplify the Transfer of Part (TP) and First Registration (FR) operational processes through embedded burdens in child titles, extracting text from historical Sasine deeds, and further process improvements
Complete the development and rollout of the Organisations new mapping tools and spatial database such that the historic Digital Mapping System (DMS) is retired
Migrate historic operational archives to the new organisations Cloud Archive
Retire the historic on–premises archival systems
Decouple the services Finance provides to operational products from the legacy finance system
Replace and retire the Chancery and Judicial Registration (CAJR) Application with a serverless cloud–based design
Complete discovery and design and commence the implementation of the Register of Controlling Interests (RoCI)
Complete the Organisations migration to cloud–first design, development, and hosting through the introduction of a secure, governance–friendly platform supporting serverless, containers, and a robust CI/CD system
Requirement for head of IT development
Ensure new developments reduce the technical complexity of domain estate targeting reduction in the Organisations Product Sustainability Index of:1. 50 points by January 2021
2. 130 points by April 2021
Provide strong leadership and senior–level advocacy for the delivery of technology solutions that support the Organisations current and future business transformation
Provide best practice guidance and planning in the implementation of product domain aligned development teams that are loosely coupled to other IT functions, take their direction from domain–aligned product managers, develop and support the products they create, and adhere to strong engineering and inclusive service design principles
Provide effective and inspirational leadership of the Organisations software development teams, making sure there is coherence between the organisations' strategic objectives and the development activities prioritised
Engage with stakeholders, including the leadership of Product, Service Design, Architecture, and Registration, to understand their requirements, and to agree priorities and technical solutions
Discuss and gain agreement on the approach and implications of the outcomes with the Executive Management Team (EMT)
Build and maintain a sustainable, high–quality digital estate
Maintain a performance culture of continuous delivery and continuous improvement that is orientated to tangible delivery outcomes
Maintain strong agile and lean practices across teams, making work visible, and objectives, motivations and roadmaps transparent
Manage department budget, maintaining a culture of value for money, working collaboratively across boundaries to ensure that the Organisation maximises its strategic outcomes within the resources available
Ensure the Organisations IT department has the exceptional talent to deliver its objectives, including:
Recruitment of permanent colleagues
Sourcing and management of contractors and 3rd party suppliersEssential
Significant and demonstrable experience in the following areas:
Leadership of a product domain aligned software development department of at
least 10 teams and GBP20 million budget in an agile environment.
Leading role in sustainable agile transformations over extended (multi–year) periods in more than one organisation.
Servant–leading multiple high–performing, continuously delivering, cross–functional development teams in multiple environments including public sector
Recruiting and building high–performing agile DevOps and software development teams
Applying different agile and lean approaches and supporting context
Agile product and software development using human–centred, research–driven, inclusive–design practices, and the enablers required, ideally within Digital First framework
Software development, architecture and infrastructure in a forward–thinking agile organisation using:o Java
o Event–based, microservice architectures
o TDD
o CI/CD
o Openshift
o AWS
Implementing technology strategies and managing delivery of associated technical services, solutions, architectures and technologies
Incrementally replacing enterprise legacy systems
Developing and leading staff development and training programmes
Coaching and mentoring
