Our client, a highly respected Public Sector establishment, based in Glasgow City centre – Remote working for the time being, require an experienced and competent Programme Manager, who has a demonstrable track record of successfully scoping, initiating, and leading complex IT–enabled change and transformation programmes.
This is an initial 6–8 weeks contact. Hours of work will be Mon–Thur 08:30–17:00, Fri 08:30–16:30 with the day rate of GBP200 (This falls within IR35)
A minimum Basic Disclosure Scotland certificate issued within the last 12 months is a requirement of the role.

Main Duties
The post holder will be responsible for initiating and scoping a programme of work to allow for the effective and timely delivery of the under 19 free bus scheme. Including:
Responsible for the daily management through the life cycle of the programme.
Defining the programme controls, that is the processes, procedures, reporting, etc., to manage the programme.
Planning the overall programme and monitor progress to make sure that milestones are being met across the various elements.
Managing the programme budget.
Managing the risks and issues that might and do arise over the course of the programme life cycle, as well as take measures to correct them when they occur.
Coordination of the project strands and their interdependencies.
Management and use of resources.
Management of stakeholders who are involved in the programme.
Ensuring the deliverables are aligned across the programme.
Preparation and development of general project documents, business cases, risk
Lead and contribute to internal and external communications as required.
Experience of successfully leading transport–related smart ticketing programmes to achieve desired outcomes, preferably at a regional/national government level.
Experience leading programmes through the early stages of their lifecycle e.g. developing the business case, implementation strategy/approach, roadmap and setting up governance arrangements.
Experienced in designing and implementing new business operating models, and managing benefits realisation plans.
A leader who is strong on governance, who leads my example and ensures protocols are adhered to and high standards are maintained.
Experienced in people/team leadership; experienced in setting up and tracking programme commercials and finances.
Ability to operate and engage effectively at a senior level across a diverse senior stakeholder group, from policy makers to technology SMEs, to achieve desired outcomes. The role therefore requires a strong and effective collaborator, communicator and influencer.
Brings energy, resilience, ideas and innovations to help achieve the vision and outcomes
Comfortable working under pressure to tight timelines and budgets.
Experience of managing virtual/ remote working teams, with flexibility to work on–site as required.
Essential:
Considerable IT and client–side advisory/consulting experience.
Familiar with project management tools and methodologies.
Experienced in leading project management offices and providing accurate, timely and robust MI/Reporting to the Programme Sponsors and Board representatives.
