The IT Project Manager is a role within ICT, reporting to the Client Relationship Manager, having accountability for delivering assigned ICT projects. The role will deliver the Council's technology and applications development projects.
The post holder will work within a matrix framework supporting projects within the ICT and Transformation programme, work closely with key stakeholders and business units to capture, develop and deliver on this programme.
The demands of this role involve regularly delivering a number of competing projects, at times with demanding deadlines, on an on–going basis, with a range of complexities, from very complex to tactical, including understanding the impact the delivery of projects to the whole Council and beyond, to partner organisations.
With very good verbal and written communication skills, the post holder has to prioritise the work load, meet deadlines, report on progress and conduct research into ICT issues and products, and to take initiative in the development and completion of projects.
ICT project delivery services are often delivered out of hours, 24 x 7 x 365. As such, there may be times when the post holder is required to be available out of hours, including weekends.
Additionally, the post holder works under broad direction (work is often self–initiated), influences the organisation, customers, suppliers, partners and peers on the contribution of own specialism, performs an extensive range and variety of complex technical and/or professional work activities, and adheres to the available standards, methods, tools and applications.

3. Using work equipment, personal protective equipment, substances, and safety devices correctly; and
4. Working in accordance with the training provided and only undertaking tasks where appropriate training has been received.
Employees shall co–operate with the Council by allowing it to comply with its duties towards them. This requires employees to:
* take part in safety training and risk assessments and suggest ways of reducing risks; and
* take part in emergency evacuation exercises.
Employees shall report all accidents, 'near miss' incidents and work related ill health conditions to their manager/supervisor/team leader.
Employees shall read the Corporate Health and Safety – Organisation Part B Policy to ascertain and understand their responsibilities as an employee, line manager, Assistant Director or Director of the Council.
KNOWLEDGE, SKILLS and ABILITIES
Job Specifics – Skills, Experience, and Qualifications
Essential:
1. Substantial experience (at least 3 years) of leading and delivering complex change/projects in a multilayer organisation.
2. Demonstrable experience of working as part of, or with, a corporate change function, and the ability to effectively communicate with and influence key stakeholders in developing and managing the governance function
3. PRINCE2, MSP Foundation or equivalent certification
Desirable:
1. ITIL or equivalent training / certification
2. Agile Project Management foundation or equivalent certification
