Project Managers provide a key role delivering the Home Office Transformation Portfolio. It is large, complex and challenging and encompasses over 20 major and/or mission critical projects and programmes plus four business portfolios of change. There is a strong focus on agile, modular project delivery, supported by enterprise–wide portfolio management and you could find yourself working on a project for the UK's critical national infrastructure through to a complex technology enabled business change programme.

The Role of a Technical Project Manager
This is an exciting opportunity for a Technical Project Manager to lead and work on the Law Enforcement Community Network Programme (LECN) within Police and Public Protection Technology (PPPT) Portfolio.

The PSNfP which currently provides a network encryption service to enable secure connectivity for all Law Enforcement Agencies and their suppliers will expire in December 2021.
LECN is delivering a software–based network encryption service, based on a software defined wide area network (SD–WAN) alongside a Wide Area Network–Network to Network Interface (WAN–NNI) that will replace the existing PSNfP Gateway, Off–Shore Gateway and Police Cloud Gateway.

This role presents the right individual with the opportunity to work closely with an interesting and diverse set of partners and decision–makers, to take ownership and lead software upgrade projects; whilst also providing support and oversight to other project colleagues within the wider portfolio.

You will be joining a dynamic and friendly team, with an opportunity to work on face paced and stimulating projects using modern interfaces and technology to strengthen IT capabilities within the Programme and Portfolio.

Key Outcome & Deliverables

*Manage projects and workstreams from end–to–end, from requirements gathering / discovery, through to implementation and early life support.
*Implement and manage effective and appropriate project governance.
*Own the production of key project management products, ensuring they meet the required quality standards and are approved by the relevant stakeholders.
*Report on progress and escalate risks and issues to the PPPT PMO ensuring this is accurate and timely.
*Identify and manage dependencies and interdependencies.
*Define and manage project and workstream budgets and resourcing plans within project and programme levels and tolerances.
*Work closely with the business in producing high quality business requirements and translating requirements into deliverable plans.

Essentials

*Demonstrable and relevant experience of Project management in a complex delivery and contractual environment, including a proven track record of delivery of complex or multi–faceted technology projects.
*Experience of full project lifecycle experience (from requirements gathering / discovery through to implementation).
*Experience of a range of structured programme and project management methodologies, including Waterfall and Agile.
*Strong ability to work in multi–disciplinary teams, leading the collaborative planning process, prioritising work that needs to be done against the capacity and capability of the team.
*Ability to engage and work with development teams, to understand the technical solution and make informed decisions.
*Able to demonstrate experience of working effectively with suppliers to achieve results in line with challenging contractual arrangements.
*Strong interpersonal skills. The ability to establish credibility and exert influence with key stakeholders and suppliers at both a strategic and operational level.

Desirable skills/specialist skills and/or knowledge
*Understanding of the government's digital and transformation agenda.
*Previous experience of working with security partners.
*Previous experience of working on and knowledge of technology infrastructure.
*Experience of planning and managing technical Proof of Concepts, Technical Trials and Dress Rehearsals (for system implementation and/or data migrations).
*Financial forecasting, tracking and reporting skills.
*Experience of managing in–house delivery through a mix of sources and types of resources.
