Purpose of the Role
This is a key role within the Agency. The postholder will have responsibility for leading the Financial Accounts team to ensure compliance with statutory and regulatory financial requirements relating to statutory accounting, resource accounting, corporation tax and VAT.
Key parts of this role will be:
• providing the link between programme management and financial accounting, providing expert advice and challenge to ensure that the Agency’s programmes and projects are accounted for correctly in the statutory accounts and in the Resource Accounting returns to DCLG
• Ensuring that the Agency’s growing investments in financial assets are captured and valued correctly and that the systems and modelling are fit for purpose.
The postholder will be a member of the Finance and Performance management team and will be expected to contribute to wider initiatives impacting on the team/Agency.
Excellent leadership, commercial and technical skills are required for this role.
Main Duties and Key Accountabilities of the jobholder
• Overall responsibility to the Head of Finance and Performance for compliance with statutory and regulatory requirements relating to accounting, corporation tax and VAT.
• Preparation of HCA annual accounts and those of other subsidiary/associated undertakings as required.
• Preparation of Resource Accounts for onward consolidation by DCLG (this will include the preparation of quarterly accounts for Q2 and Q3)
• Manage annual accounts and audit process to timetable, including associated undertakings where necessary and be the main point of contact for the National Audit Office and DCLG.
• Presentation of annual accounts and other finance reports to Board/Audit and Risk Committee/Investment Committee.
• Ensure Agency compliance with corporation tax and VAT regulations.
• Maintain Agency’s databases of financial information on fixed assets, financial assets and development assets.
• Expert advice on resource accounting and budgeting and submitting all required returns on Agency level resource utilisation and projections to DCLG.
• Completion and submission to government of returns required for whole of government accounting
• Expert advice on resource accounting and budgeting and submitting all required returns on Agency level resource utilisation and projections to DCLG.
• Provide high level advice and guidance when required on the financial and accounting implications of major projects and initiatives.
• Management of direct report staff, including development planning and appraisal.
Working Relationships and Contacts
Director of Finance & Corporate Services is aware of any technical accounting issues and the impact on the Agency.
Audit & Risk Committee of the Board is advised of any financial accounting issues and updates and is presented with the annual report and accounts for recommendation to the Board
Key contact with the National Audit Office and its staff during the whole audit process
Key contact with HCA's government sponsor body, providing all resource accounting and budgeting returns
Liaison with HMRC and HMT with tax and budgetary requirements
Liaison with all internal customers, including training as required.
Role Requirements
Experience and Job Knowledge Requirements:
• Significant, relevant experience in a senior manager post in public/private sector
• Property/housing sector experience desirable
• High level knowledge of technical accounting principles, this must include significant experience of managing the year end accounts process and IFRS.
• Excellent knowledge of corporation tax and VAT
• Excellent knowledge of government accounting requirements, including resource accounting and budgeting
• Advanced knowledge of Business Objects or similar reporting tools
• Excellent Excel skills and report writing
