This division of a global business is looking to recruit an experienced Trade Compliance Manger to ensure its UK locations and Hungary are full compliance with the import and export laws of the countries where they do business. Compliance with trade regulations will be achieved through a centralized process of classification, certification and verification of import/export activities.

Principal Activities

  • Design, implement and manage a robust customs compliance program for 8 EU locations. Define responsibility for completion of activities for the 8 EU locations, and develop and define processes to perform these activities.
  • Develop a personnel-training matrix that identifies what type of training is required, the timeframe for initial and renewable training, and tracks the status of the training program. Personally conduct training as required.
  • Design and implement an ongoing training program on import/export awareness for Plant personnel, focusing on non-product issues and the regulations around common commodities, including, but not limited to HMRC, ECO, EU, ITAR, EAR, CBP, Routed Transactions and TSCA.
  • Develop and maintain an import/export matrix to include classifications, license requirements and shipment restrictions.
  • Develop and implement policies and procedures for import and export activities in the areas of Compliance and Record keeping.
  • Holds the primary responsibility for the timely completion of the EXIM ASAT for all locations in the UK & Hungary.
  • Be responsible for reviewing and approving all import entries.
  • Represent the 8 EU Locations in dealings with customers, suppliers and governmental agencies. Has Power of Attorney, granted by BU president, to sign documents and file reports related to import/export shipments on behalf of the BU.
  • Manages export license applications to the HMRC and ECO e.g. SIELs, OGELs, UK GEAs, as well as US Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA) and Marketing Licenses.
  • Manage, review and approve all export license authorizations.
  • Functions as an expert resource to the 8 EU locations, in the area of import/export transactions, policies and procedures.
  • Conducts periodic formal assessments of the 8 EU locations to ensure that policies and procedures are properly followed and that all activities and transactions are in compliance with the appropriate import/export laws. Reports to Management on issues and opportunities, and recommends solutions and project plans.
  • When required, develop and manage a duty drawback program that identifies both current and future opportunities to reclaim duty paid on imported articles.
  • When required, develop and manage a FTZ and or an IPR.
  • Work with the International Transportation Department, Corporate Compliance Personnel, Other Business Units and Resource Units and Customs Brokers to ensure an efficient and effective process for import/export activities. Continually analyse processes and procedures for opportunities to eliminate waste, streamline for efficiency, and utilization of emerging tools and technologies.

Dimensions

  • Responsible for developing and implementing trade compliance plans for 8 EU locations
  • Responsible for ensuring the 8 EU locations' compliance with a variety of governmental, regulatory agency and corporate policies. Examples include but are not limited to HMRC, ECO, EU, DOT, US Customs, US Commerce Department, US State Department and the EPA (TSCA shipments).
  • Develops and nurtures a working environment in support of the businesses' Vision and Values. Demonstrates role model behaviour in integrity and accountability.
  • Accountable for the management of customs fees and duties paid for the 8 EU locations.
  • Overall responsibility for the trade compliance of all imports and exports.

Regularly represents the 8 AFE EU locations in dealings with other plants, personnel from other BU's and RU's, customers, suppliers, and governmen
