The Chief Economist will play a key role as a member of the senior management team in the provision of economic advice to the new organisation at both Board & Executive team level.
Chief Economist – Main Accountabilities
- Develop & lead a central economics team of Project Directors, Senior Economists, Economists & Analysts to provide expert economics advice & evidence to support both policy development & Board decision making (initial team of c20, but opportunity to add staff later)
- Work with the operational divisions to identify priorities & then work closely with the Director of Strategy & Policy to develop & staff an economic research programme for the medium term (1 – 3 years);
- Work closely with the Director of Strategy & Policy to staff & conduct economic policy & research projects to support development of the health system as a whole & Monitor’s regulatory framework in particular
- Set up a programme to conduct impact assessments for proposed changes to Monitor’s regulatory regime
- Set up a programme to evaluate the results of Monitor’s policies & decisions & to make recommendations on improvement;

Chief Economist - Essential
- Experience in developing & leading a high quality research/analysis/economics team
- The ability & experience to design, manage & conduct complex policy or research projects, including significant quantitative analysis
- The ability to provide a top management perspective & draw on an economics perspective in providing advice & advocating solutions at senior level (Board, Executive team)
- Excellent problem-structuring & problem-solving skills
- Exceptional stakeholder management skills & personal impact & gravitas to command respect from a wide range of senior internal & external stakeholders;

Chief Economist - Desirable
- Experience in at least one regulated industry (either healthcare or another regulated industry)
- Experience in health policy or health economics
- Experience in successfully establishing a new regulatory framework
- An excellent communicator with strong presentation & drafting skills
- Experience of presentations & briefings in or for a comparable organisation & of ability to present advice & information in a clear & logical way;
- Strong organisational skills with the ability to plan & direct the resource needs of a team working to tight deadlines
- Front line clinical or operational experience gained in the NHS or other healthcare system
Chief Economist - Qualifications:
- Degree level qualification in an analytical subject/can demonstrate equivalent level of relevant experience (essential)
- Post-graduate qualification with substantial economics (desirable)
The salary offered will be commensurate with experience. Internal applicants promoted to the role will commence on the minimum of the scale quoted
